I don't mind putting in some effort on this as well, but I'm not sure this is 
the way to go.

A while ago a discussion on the lua for windows list listed a number of things 
that needed to be done. This email alone already triggered several new things 
required. A proposal was also made to discuss at the workshop this year.

So to name a few;
 - LuaDist and LuaRocks must play nicely together, required some RockSpec 
adjustments iirc
 - naming convention for the Lua dll (as mentioned by Paul K)
 - runtime dll (seems to be set to msvcrt, so that is MinGW)
 - Rockspec doesn't make a distinction between Lua versions for binary rocks, 
as just reported by Hisham, needs to be resolved

So my proposal would be to pick up that discussion again. Not on the LfW list, 
but as issues on the repo created by Marbux [1].
Any real tough nuts to crack can be brought to the workshop.
