I'm thinking mainly in short chunks of texts, like a proper noun
inside an Arabic o Devanagari text.

I think pre_linebreak_filte is too late and process_input_buffer
is too soon, but I may be wrong. Or perhaps the best solution is
not based on a callback at all.

hpack_filter is probably the place you want
