Of course, but the original intent of the individual was to eliminate his fan therefore, you have to answer what is the best thing you can do once you have no fan. I doubt the best solution is to cover up the sources of heat.

Without a strong air flow, you rely mainly on radiant heat transfer
and natural convection. Forced convection using a fan / pump in a
closed case is much more effecient, assuming the case has good air
flow paths available.
