It is not difficult to file for a non-profit organization at both
the state and federal levels.  But it will take certain discipline
and manpower to fulfill the post-registration accounting and
reporting requirements.  Otherwise, it may turn into a tax fraud,
subjecting the organizers to criminal liabilities.
