Hum, yes, it's the case in Ubuntu. You can found the layout of the Lubuntu menu here : http://bazaar.launchpad.net/~lubuntu-desktop/+junk/lubuntu-default-settings/view/head:/etc/xdg/lubuntu/menus/lxde-applications.menu The LXDE one is quite the same, it's a LXDE decision to group the menus like this.
