For startup applications you can go to the menu -> preferences -> desktop session settings. Keyboard layout switching can be done with lxkeymap. Sound volume can be changed with the tray icon in the panel. Those applications are already included.
A soundmixer gui like alsamixergui or a gnome-alsamixer would be nice to integrate.
