I have a suspicion as to what the problem might be. Can you send a picture of your keyboard?
Also it would be nice to have the output of `setxkbmap -query -verbose 10`. It also might be good to have the same thing if you do `setxkbmap -option "us,il" && setxkbmap -query -verbose 10`. After you do that, make sure you run your startup file again.
