CVS commits

I've commited all chagnes, and it seemed to have succeeded, but I have 
not seen any commit e-mails yet. Is this normal? The cvs update now 
shows that I don't have any differences with repository, so I figured 
this is good.

Regarding CHANGES.txt, should I update it manually and check it in as 
well, or is it maintained automatically from CVS commit logs?
