Would we convert the jakarta-lucene-sandbox separately also? Or Somehow merge it into a single SVN repository? We have different committers to each repository.

I think it would be a very good idea if Lucene migrates to SVN before moving to TLP. Then the promotion will be recorded in the svn history :)
It seems to be quite an easy process, and can only look good to the board.
