Mine is that it's the RM's decision for a lot of this stuff. If I wanted to roll a 0.9.20 release and I can convince 3 IPMC members to +1 it (along with hopefully some nice consensus from the Lucy PPMC), then it would go out as Lucy 0.9.20. IOW, I don't think anyone else should have a strong opinion on the decision here but the RM himself. It's his choice, hopefully vetted and thought through by a discussion from the team. However, these subtleties of whether it's 0.1.1 v 0.2.0 are probably best left to the RM.
