Publically, I don't think so, but on an ISP-by-ISP basis, yes, stats are available.
 
CFI (Computer Frontiers International) were to setup a stats server at the IX to capture this data. However, please be advised that the IX netblock is not available on the Internet unless the IX gets its own Internet connection (this was disagreed on) or one of the ISPs participating at the IX announces this prefix off its BGP feed to the Internet (not adviseable for several issues; but the biggest problem was that the prefix is too long, a /25, to be announced - it would "most_likely" be filtered off into non-existence).
 
Of course, the easier way to do this is for each ISP to setup a static route on their access/border routers, pointing that /25 to their IX router. The downside here is that if it's not included in the BGP, and remains as a static route, only customers connected to the ISP will be able to view the stats on the stats server. Other users, on the greater Internet, will not.
 
Still, a better choice than having non at all :).

Tanzania Internet eXchange (TIX) is up & running.
4 ISPs are connected exchanging traffic with each other. We expect at least
4 more within few weeks. Traffic is monitored and max was 670 kbps today,
but I think someone was 'testing'. In general during daytime >100kbps
Expecting much more as more connect.

Looking glass in place, but only accessible from the connected networks (IXP
has no transit to/from "outside"). All running BGP with route reflector.
Currently all ASNs are private (>54512) . (see my last mail....)
