Yes, but globally, not necessarily. For instance, a provider may install a state-of-the-art anti-spam solution, and decide to charge each customer not interested in spam an additional $5 or less for the service. On the other hand, the provider may decide to start running their entire backbone on MPLS, shout about it, but not charge customers extra for utilising their MPLS backbone.
