Well, first of all, who is managing the .ug TLD, or any other TLD for that 
matter? This is always a sticky point, and once government gets involved, it 
can get ugly - especially if the head of the commission looking into this 
thing called .ug doesn't have enough clue to type with one hand, let alone 
boot a computer or know much about domains.

But then again, the country whose TLD was .tv made a lot of money after they 
sold it to some chap who envisioned the success of said TLD. It was a shame, 
honestly, and the buyer is making more money than he paid for it (naturally). 
The previous owners must have seen 2-year's GDP worth, and couldn't see the 
bigger picture.

You don't want to sell your TLD like that :).
