EASSY or something like that, a consortium of Telco operators in EA has
been formed to fund and organize for the deployment of the same. I think
they are still hammering out the details, however those in the know
claim that when that length of fibre is ordered it takes years for the
manufacturers to deliver and then there is the  bit about laying it.
