It is certainly not yet there. The kind of resources we r talking about to
get it there will take a while mobilising plus all the inter territorial
agreements etc etc. Essentially even after the business men have hammered
outtheir details, politics will come into play and that will also take a
while before a position of harmony is achieved.

We r looking at a possible earliest date of operation being around 2007
