I read the article.  Why exactly with all of the ICT tallent in Uganda do we need a Microsoft guy to come and give us a talk?  Is he going to reveal the inner code that makes Microsoft software so secure?

The problem you have here is that politicians travel abroad without competent experts and get excited about a lot of things whose gory details they are so green about. They then commit gov to arrangements which may be perilous to, yes, our pockets. With the lions looking for lunch, it doesn't come any easier!

I just read a posting about the SA gov adopting OSS. How they should be laughing at us for being the good boys before Uncle Sam. 

Anyway, just as civil society has tried to mobilise on the political and social fronts, it might be patriotic on our side as techies to try and educate gov officials on how optimally we can deploy technology without necessarily breaking the bank. (Seminars, workshops, ICT for IDIOTs could be nice events for our political class - u see they have the keys to the vault) Remember these are fellows who can barely type their own email and so their view of ICT is of a very complex science that can only be properly understood by the M$s of this world. That's why u get a potential supplier/contractor as a gov consultant. You surely expect recommendations such as wide deployment of window$, m$sql etc.

Sorry for the rant guys, but this makes me sick!
