Technical Manager/Mainstreaming Microfinance Pilot

General Description
Hewlett-Packard Company has joined with seven microfinance leaders to
develop a Remote Transaction System (RTS) that will be tested and
piloted in Uganda from January – December 2004. The RTS is both a
hardware and software solution that will enable microfinance
institutions to capture client or group information when financial
transactions are made. Functioning like a “point-of-sale” device, the
hardware will capture information related to the financial transaction
and transmit it to a server located in the participating microfinance
institutions office. There will be three microfinance institutions
involved in the pilot. We are currently seeking staff to work with us
on this project. This pilot is being funded by USAID. 

The Technical Manager should be a systems integration specialist. This
individual will be responsible for ensuring the successful technical
implementation of the RTS solution in Uganda. The Technical Manager
will work closely with the development team that created the solution.
Together the Technical Manager and members of the development team will
integrate the solution into each participating microfinance institution.
The Technical Manager will also be responsible for all system
troubleshooting, maintenance and repair. The Technical Manager will
report to a Uganda-based Project Manager. 

Primary Responsibilities
· Install the RTS solution in three microfinance institutions in
Uganda. At least the first installation will be carried out in
partnership with the development team.
· Maintain a high level of performance for the RTS solution in each
partner institution
· Train and maintain strong relationships with appropriate personnel
in each microfinance institution
· Work with microfinance MIS vendors to resolve communication and data
transmission problems that may occur between the RTS solution and the
microfinance MIS systems.
· Respond quickly, efficiently and effectively to calls from the
microfinance institutions and/or their agents when technical problems
occur
· Work with development team to develop work-arounds for microfinance
institutions and clients when required
· Develop specifications for solution modifications and upgrades that
will fix bugs and/or enable additional functionality that are required
by microfinance partners.
· If workload requires, identify, train, and manage on-call Technical
Support Engineer(s) that can be available on an as-needed basis for
troubleshooting
· Write supporting technical documents, track bug reports, and
otherwise keep detailed records of technical problems, workarounds, and
solutions
· Assist in training agents and clients on an as-needed basis
· Submit and track orders for replacement equipment that may be
required for microfinance institutions and/or agents.
· Maintain the computer systems in the pilot office 

Qualifications
· Deep understanding of information and communication technologies
with an emphasis on hardware, networks, and servers
· Proven track record in systems integration
· Familiarity with leading edge technologies
· Excellent troubleshooting and problem solving skills
· Highly responsive to calls for assistance
· Good communication and training skills
· Detailed oriented work style with good documentation and writing
skills
· Pro-active, recognizing and addressing needs before they escalate
