I think that's the speed between your box and [hopefully the nearest] base
station and not to the webserver serving the webpage you wish to download.
I'm not sure how they've customised their infrastructure, but it would be
good to know how much bw is available between these base stations and the
central controller at HQ or wherever...That could be the bottleneck.
