My issue with this particular customer of UTL Online is my laptop's first 
e-mail delivery attempt usually fails, reporting a connection timeout, which 
suggests network congestion on the link between UTL Online and their 
customer.

Second attempt is to the back up MX, which is UTL Online's secondary mail 
server, which is intermittent.

I think if the customer's link is congested or unreliable, let all mail 
traffic be handled by the ISP mail server, and/or fix all mail servers 
authoritative for the zones.
