I do not see how encryption standards help with secure access to the Internet. The Internet is a public resource, and all ISP's claiming to be ISP's will provide a clear-channel to the Internet. The responsibility of security is left up to you. You secure you own laptop, you secure your own Internet connection (whether you VPN to your corporate network and access the Internet, or ask the ISP for a VPN value-add, that's your choice). Do not expect the ISP to take care of your security.
