Good start I think this should be able to fly we now have an ISP association
with all the main ISP's as members excluding the Network operators.  so
maybe now from the technical side you can start this and I'm sure the buy in
will be allot easier from management via the UISPA.

[Just to start another thread  since we on IX services]

A few years back Tinka and I had a discussion on peering squid servers at
the IX which would us save on upstream bandwidth and end user latency in
the sense that we would be able to pick hot objects from each others cache
server[s],  it seemed like a good idea at the time and probably still is, 
it was never publicly discussed but i guess we could brainstorm about this
on this list or the uixp list.
