"The problem with EASSy is not technology; it is about ownership, finance and competition. EASSy is a “cartel” that aspires to be the OPEC of East African telecommunications. The members of this cartel have agreed not to compete with each other, and they are not going to allow competitors to join the cartel either. And, since they can’t raise enough money amongst themselves to build EASSy, they are going to ask African citizenry to pick up some of the costs. Understand that when such projects get a loan from the World Bank and other “donors” they are using credit created by the next generation of African citizens and taxpayers. This time, Africa should just say No."

Wire,

Those sharing concerns expressed about regulatory policy on the management
of EASSy with regard to appropriate pricing (for services) for the recovery
of infrastructure investment, may like to read of an alternative model put
forward by Richard Bell in which a Public-sector Private-Sector Partnership
would lead to the creation of a 'regulated utility'.

Roland Alden has written some thought provoking articles on the subject.

Subject: [LUG] EASSY to reduce costs????

Ronny,

you said

Very True we just need to get rid of the satellite prices and there will
be cheap ,fast and furious internet for all.And I hope that one day Ug
will link to the coastal fibre so Telcos/ISP's can give it up cheaply
though I still wonder why the line rentals don't drop!!

I would like to inform you and others not to raise your hopes prematurely.
The Internet bandwidth prices might not experience the kind of downward
trend you highly anticipate. Good case studies are Nigeria and Ghana
where fibre ports have not helped them much. Infact in Ghana the ISP
association had to go to court against the Telco while in Nigeria, VSAT
has still proved far and I mean it far cheaper than the fibre costs.

Please remember that the EASSY project has mainly 2 investors from Uganda
i.e. MTN and UTL. There is a danger that they could pull a monopolistic
stunt to manage the rates at a certain minimum so as to recoup their
investment (which is also a valid argument in its own right).

I would love to say more however time is against me. So, just sit tight
and hope for the best.
