Oh, it's the most possible thing, not. From the UCC faq
http://www.ucc.co.ug/faq.hmtl, it can only be done "in franchise or other
agreement with UTL or MTN"

Subject: [LUG] possibility of free town-wide wifi

I've been thinking about this for some time. Some
thing I saw on DWTV about a town with solar powered
wifi stations, the network covering the entire
perimeter of the town. In a small town like KLA, even
if it were a network without internet access, a VOIP
infrustructure can be built ontop of it for
communication in town. I'm just wondering how legal it
is, how possible it is in terms of politics, if UCC
with the help of telecom operators won't eat off your
head.
