Sounds like there's a business opportunity to at least 
reduce entry level costs for a service that, I'd say, is 
relatively affordable to SME's, at the very least.

Even if you went with a traditional Cisco router, a small 
1600 would suffice, and those are available everywhere 
for next to nothing - since this is Ethernet, you need a 
small enough router that will provide at least 2 Ethernet 
ports.

Alternatively, if last mile is provisioned on E-1, then an 
805 can do, but then you need some kind of CSU/DSU.
