I notice that bushnet is there, unresolved, and maybe some other ugandan
sources as well. Who would be the people to enable the succesfull tldlookup?
tool developers, I guess...
The tool probably does a whois on the IP address, (perhaps a whois on
the domain as well) and maybe check the routing registries.
Geopositioning by IP/domain is guesswork. You can narrow it down, but
there are always cases where an algorithm fails.
There is an IP address in the Bushnet range listed above, but since
bushnet has a .net domain, how does joomlastats link it to a a
location if it does a tldlookup? rDNS?
