The exchange point isn't a data centre.

Also, having RFC 1918 address space floating inside an ISP's 
core might not be such a good idea. Most ISP's filter them 
at the edge. uRPF would also kill any such routing.

That's why the exchange point isn't a data centre.

It would be workable to use BGP policies to achieve this, 
and not having to use RFC 1918 address reduces the 
complexity for everyone.
