Well, the reachability is at a very different layer with 
ODMR. That's left to the routing + IP address assignment.

However, ODMR is supported in Fetchmail. When a customer 
dials up, Fetchmail will connect to the ODMR server 
residing at the ISP's data centre and download queued 
e-mail.

The client initiates the connection. Never the server; 
because the customer's IP address is assumed to "always 
change".

Well, let them apply for them. AfriNIC will be happy to 
allocate numbers as long as the application is justified.
