It's not a setting, it's a command that the UPS software has to send to the UPS when the system is in the process of shutting down, to tell it to force a power cycle after some specified delay. The Smart-UPS definitely supports this command, because we had one (until it died a month ago) and we used NUT to drive it and it was able to power cycle the machines.
