Video conferencing is hardly about bandwidth (unless you're 
doing HD, in which case, you need lots of it).

Video conferencing is about jitter, delay and packet loss 
(assuming your resolution is supported by your available 
bandwidth - the more precise the resolution requirements, 
e.g., HD, the more bandwidth you'll need).

It doesn't help any if you have 100Mbps of bandwidth, but 
you have 3% packet loss. Nothing will work.

But as suggested by Reinier, consider using Skype for your 
initial applications. I've been happy with it for most video 
calls and all voice calls. It may be more tolerant/resilient 
than most other dedicated solutions, e.g., Cisco's 
TelePresence or its predecessors, particularly under "harsh" 
conditions.
