I meant that not so many people in Africa have access to credit cards. In extreme cases, credit cards issued by African banks, or seen to transact from Africa, tend to get blocked very often. So if cloud computing will be most successful in developing parts where buying software legally is too expensive or cumbersome, then even that will become more difficult if credit cards are required to purchase "cloud time".
