Ok, i succumb, I will advise people with an ISP that performs like in this 
example to contact their helpdesks in future and stay out of that process 
myself.

But:

This is not a public list. That is why i post here. This is a list for the 
techies to exchange relevant information. Like routing announcements or 
downtime. So not being on this list (if i understand routing correctly), is 
really naive if you are an ISP that peers. I have contacted every ISP I knew 
that was not on this list personally to make sure they knew, and most of them 
have joined, including AOL. If they dropped off, that is not my fault. If you 
know they dropped off, then nothing is stopping you from re-inviting them.

So, when everyone who is supposed to be on this list is really on, and we want 
to keep this underperformance to ourselves, this is a perfect place to post. 
Unless someone wants to pay me for monitoring Ugandan networks, then it 
becomes my job to do your work. And then I will go through the painful process 
of explaining your helpdesks that there is something like a UIXP, and NO it is 
NOT the MTN/UTL/Infocom/etc. website that is slow.

Any consumer on the other hand, would have posted this on his blog, on i-
network (as your PR department how that feels), on facebook and off course on 
twitter.

And sorry, what is the point of peering with someone who has a ping of 4000ms 
on the first hop? It is faster to route traffic via London.

But what do i care anyways? You are selling connectivity, not me.
