I have a HTC Hero running Android 1.6. On it tethering *is* working.
Whether it is a part of HTC Sense or specific to the Hero or it is part
of Android I do not know.

Tethering *might* be crippled by the carrier. Mobile Internet is a big
business and carriers wants people to get an extra subscription for
that. Included into my mobile subscription I get 1 GB of data for
roughly UGX 40,000. Networks supported by this carrier is GPRS, Edge and
various 3G networks.
