I have to disagree. Orange (and some other telcos here) force you to tailor your usage habits to fit within artificial data transfer limits. An unlimited GPRS plan is much more attractive to me than a capped 3G plan.
Furthermore, Orange's data rate for voice customers (1 million shillings per 1GB of data) reminds me of "The Rape of Nanking."
