They do lock down based on geographic location. When I was in the uk I
couldn't download American apps like pandora radio and my banking app.
My credit card on file is American. The message that came up was "this
app is not available for shbscribers in the uk"

Apple don't lock down access based on geographical location
(or IP address/RIR info), they lock it down based on where
the credit card is registered.
