OSM is just a big database. You can use it on the web, but as you can copy the 
data, you can use it in any way you like.

http://openls.geog.uni-heidelberg.de/osm-haiti/ to find your way around port-
au-prince. 

(And then i really gave it a shot, and, Voilá here is routing, in Kampala, 
live for months now.

That is very very real, google-free routing for you. (and indeed, as Rob also 
noticed from Google, it doesnt completely work, most likely because we have 
not connected the dots yet :-) So, let's work on that.
