Tim, We do in fact have an Ubuntu cache hosted by Mountbatten Ltd. The full instructions are on the site, which is down at present but should be back soon.
Otherwise the url is apacache.mountbatten.net:3142/ so please add that to the front of your repository urls to use the cache.
