I've got a little hint to contribute to that tutorial:

I used to manually edit my sources.list as described in the tutorial, but I
found it to be a pain.  Whenever I traveled outside of Uganda I would have
to go back in and global replace all the cache prefixes again.

Another option is to edit (or create if it doesn't exist) /etc/apt/apt.conf
and add the line:

Acquire::http::Proxy "http://aptcache.mountbatten.net:3142";;


That saves you from editing all the urls in your sources.list and you can
just comment it out with a hash whenever you don't want to use it.

The only caveat is that if you have non-ubuntu repositories (ppa's, partner
repositories, etc.) you can't use this method as the apt-cache won't serve
those to you.
