I'm not so sure if you can compare fusion tables & osm directly. Fusion tables 
seems to be a way to visualize (lists of) data. Either as a graph, or, like 
you tried, on a map.

OSM is just a map. The OSM API is ment to access the actual Geospatial 
information inside the map. That is something Google does not offer.

Am not aware of any similar products than fusion tables that store your data 
in the cloud, and let you then access it again through an api.

There is plenty of javascript visualisation libraries outthere, but they do 
require you to store your own data. Here is a list

(And putting graphs on a map is possible with a full blown geoserver + a 
graphing extention. We havent found any other way (it would be real nice if 
there was an easier way), so we created our own for www.ugandawatch.ug The 
code for that is not yet open, but that certainly is the plan. If you need it 
now, ask)
