I don't see a problem in telling people get off their lazy arses and do their own searchs. But the key is that you have to be really sarcastic when you respond. For example you could say:
"Have you checked on Altavista.com?" "There is a new Ugandan website for searching php docs which is called www.google.co.ug" "Yes. Please let me know if you find any php tutorials. Ever since google.com was disabled for Kampala I haven't been able to find anything on the internet." Those are just some ideas...
