Perhaps you are mounting the root file system using the UUID and it
has changed?  On my system my /proc/cmdline has this:
root=UUID=c7a56c8a-6fe5-4d7c-9578-f7b01c8f7b13

You could try specifying the root fs by passing this at the grub
prompt:  root=/dev/sdb1
