Not entirely true, just 1 example for u
I deployed open atrium(Drupal distro for project management) for a client 
However it  only met 20% of the clients requirements

So I had to get my hands dirty, I think I ended up with 4 custom modules, and 
modify the core

One of the hacks was the case tracker module, which allows u to assign, cases 
to users

Problem was Each user within a group, could see cases not assigned to them

Very few open source projects, can meet the unique requirements for a project, 
u can modify them, but this doesn't translate to a need for the community, U 
can submit contributions which meet universal needs,
