As much as I am a fan of the idea of Net Neutrality, in practice, we haven't
had it for a very long time.  When was the last time you were able to run a
mail server from your home (uncapped) connection (or a web server for that
matter)?  We have just been trained over the years to accept less than full
Internet service.  Now we are being trained to buy Internet like we buy
cable/sat TV.
