The trouble is that these actions inherently legitimize each-other as they are 
fundamentally the same behavior.

If we tell ISPs that it's acceptable to charge differently for local traffic 
then we are, by default, telling them that it's acceptable to charge 
differently for all traffic.

In my opinion, we (as a society) should do everything in our power to 
discourage this behavior as it severely damages a core part of what makes the 
Internet so special (i.e. the level playing field).
