Obviously, the last mile is bottleneck, and not just because 
an ISP will over-price bandwidth.

If you work at an ISP, I don't think this will be an issue, 
as you're sitting on pipe.

But seeing as I'm not in the country, I'm certainly not 
qualified to comment on the state of the various last mile 
options in Uganda at the moment :-).
