Ahhh, now that makes more sense.

If you want a SIP server to run local over a LAN, check out Asterisk or 
FreeSwitch. If you want a easy to use version check out Zentyal Server which 
has a Asterisk module. 

Ekiga is a client so connects to a SIP Server, which can be either Asterisk or 
Ekiga.net.

Yes, this solution works over the internet. 

The assignment we have is to have a system (application) that will run on a LAN 
(In case the gateway is off, LAN users can still communicate). 

It should be Open Source, after reading around I found Ekiga being the option 
closest to it. 

Also we were advised not to reinvent the wheel. 

Trying to get in touch with the Author's of Ekiga did not pull through.
