If that is true, it's a bit cheap of Orange to do so I must say. But hey, as long as power users can legally bypass it I'm okay with it :)
There seems to be no real advantage to having a separate mobile broadband modem instead of using your cell phone. The rates are the same, mobile phone is faster, the Huawei E173 modem supplied by Orange draws 5V / 500mA == 2.5W of energy whereas the mobile phone draws negligible current when fully charged... And the modem tends to slow down further when it gets warm, and it gets warm quite fast. Oh, and you could use the mobile phone over Bluetooth if you don't have the USB cable with you, which is nice. Or if you are several people and your phone is decent enough it could act as a portable Wi-Fi hotspot.
