You lost me at " disable my tethering options " I personally use(d) an
android phone and when I installed a tethering app
I used my phone as a wireless hotspot! In fact, in the cyanogenmod roms
(ICS) the tethering functionality comes "baked into"
the OS! 
Are you saying iPhone 4s comes with an option for your telco to stop you
tethering or is this a limitation of iOS. In the spirit of
FOSS and fair usage, one ought to be able to consume a service however they
want given their ability. I think the people at fault
here are apple and not Orange. UNLESS, you bought the iPhone 4s from them
and it is branded and feature locked.
I think you ought to be asking HOW or IS IT POSSIBLE to tether with an
iPhone 4s first instead of running off to do a search for isps 
especially given your MASSIVE investment already.

Orange has once again shot me in the back. After spending 7 hours hanging
out at garden city to get a micro sim and 1.2gb data so I could tether my
laptop. And after asking repeatedly if orange supports tethering
specifically for the iPhone 4 or iPhone 4s. I find out the hard way  100k
later that they do not.

Is there another carrier (in uganda) that supports the iPhone 4s, sells
micro sims and will not disable my tethering options?
