You should try monitoring the upload speed as well. It is usually in the range of 10-20% of the upload speed for lower-end consumer lines. Even in Europe, I'm afraid; my line back at home is 100Mbit down but only ~15Mbit up, which annoys me to no end.

I usually get (download) data rates north of 4Mbps on MTN's mobile data connection. Never monitored upload though, although I imagine it should not be very different. Why would this not work for you?
