Couple of questions spring to mind. I imagine that most telcos are essentially 
IP based at their core these days anyway, could this law be applied to the 
incumbent as well? Or do they get special dis-compensation. Also does this law 
only apply if you make a call or also receive one? Is even running Skype 
illegal? If you laptop is in suspend mode when you cross the border and you 
forgot you have it running then accidentally receive a call does that count? 

Wonder if you could search Skype and find individuals who work in the ministry 
of thought/IT there then call them from Uganda and tell them to report to the 
nearest police station for breaking the law when they answer! Preferable after 
a quick Millhouse style haha!

Scary wonder how many other governments are looking at these and rubbing their 
chins knowingly!

transfers imply communication?
