Am with Reinier here. Those guys PAY for the data causing Ugandans to sit on it in hopes that other researchers will also pay (it paid once didn't it).

And the fact they have it, is for a big chunk caused by the fact that they payed/loaned money for it. They are also working very hard on encouraging the UG government to open up more raw data, in open format, themselves. Its a long process, but its surely the track we are on.
